Another Nail in USAID’s coffin as all funding is moved to State to manage remaining functions.

Deconstructing USAID was to be the pilot case for the Administration’s exercise of broader Executive powers, according to the plans set forth in Project 2025. The attached Memorandum of Agreement between USAID and the Department of State is the next step in implementing this plan, by transferring program (and operational) responsibilities and funding from the former to the latter. This action, too, likely will be tested in the courts.
