Big Changes at Pub K: A New Institute and Ask Pub K

Pub K, the go-to resource for government contracts professionals since 1999, has relaunched as The Public Contracts & Grants Institute of Washington, D.C. The new Institute is a cross-disciplinary organization, and it comes with a new AI research product called Ask Pub K.
Despite the new name on the masthead, Pub K isn’t going anywhere. It remains the name the community knows, but the Institute’s structure broadens the scope beyond contract news and events to include procurement, grants, and cooperative agreements.
Why an Institute?
Pub K now reaches more than 30,000 members and professionals at more than 50 federal agencies, plus major contractors and Chambers-ranked firms. The Institute is meant to serve everyone who touches federal awards: legal, contracts, business, compliance, finance, policy, and grants professionals.
Robert Nichols, who chairs the Institute, says the goal is to build programs where those disciplines overlap. “Government contracting is inherently cross-disciplinary,” he said. The Institute isn’t trying to compete with groups that already serve individual professions well. It aims to complement them.
The Annual Review Is Still the Main Event
The Government Contracts Annual Review remains the Institute’s flagship event. The Washington, D.C. conference digs into the year’s biggest federal contracting developments with expert analysis. The 2026 event drew more than 1,000 participants and more than 20 expert panels.
The next Annual Review is scheduled for February 9-10, 2027, with CLE credit available, and registration is open. A Benchmarking Day for in-house professionals follows on February 11.
Meet Ask Pub K
The Institute’s biggest new offering is Ask Pub K, an AI workspace for government contracts and grants professionals. Ask Pub K Inc., an affiliate of the Institute, runs the AI tool.
Instead of leaning only on the general knowledge baked into an AI model, Ask Pub K searches a purpose-built library of hundreds of thousands of statutes, regulations, cases, decisions, agency guidance documents, and practitioner materials. It also draws on more than 25 years of Pub K reporting and analysis.
The big selling point is traceability. Analyses include inline citations, and users can click from a generated conclusion to the propositions behind it, then to the underlying source passages. “Professionals should be able to verify every response quickly and easily,” said Whit Cobb, CEO of Ask Pub K, a former Deputy General Counsel of the U.S. Department of Defense, and former General Counsel of PAE.
The Institute says the tool can break a complex question into sub-issues, ask clarifying questions, dig into additional research, and keep context as an analysis evolves. It’s also built to separate controlling and persuasive authority from agency guidance and commentary, and to flag conflicting authority or gaps in support rather than offering a confident-sounding answer where the law is unsettled.
Once the research is done, users can turn it into memoranda, contract analyses, compliance assessments, claims analyses, investigation materials, executive briefings, checklists, and policies.
More is on the way. Document uploading and expanded team-workspace features are planned, along with specialized workflows that coordinate research, source review, analysis, and drafting across longer, multi-step assignments.
An Idea Years in the Making
Nichols says the concept of a comprehensive government contracts resource goes back nearly a decade. He started sketching a system meant to pull together “the sum of all government contracting knowledge” for practitioners tackling real-world problems, but the technology just wasn’t there.
“AI finally made it possible,” he said. The team started with the Institute’s curated content, from government-issued authorities to original analysis and practitioner commentary, and added the technology later. A broad group of GovCon professionals then tested and trained the system.
Nichols made it clear the tool is meant to support professionals, not replace them: “The goal isn’t to replace professional judgment.”
The Bottom Line
Pub K’s evolution into an Institute reflects a broader commitment to the people who work across the federal contracts and grants world, from lawyers to finance staff to policy teams. Ask Pub K is the most visible new piece, giving professionals a way to research specialized authorities and trace every answer back to its source.
