Trump Proclaims Space Is “the Province of All Humans”

On November 3, 2026, President Trump issued “The American Declaration of Freedom in Space,” a largely ceremonial proclamation reaffirming U.S. leadership beyond Earth. Its one operative sentence proclaims that the solar system and outer space are open to exploration, development, use, and permanent presence by American citizens, consistent with U.S. law and international obligations.
The preamble points to Artemis II’s crewed lunar flyby in April 2026 and says Artemis III will run a complex test flight campaign next summer. It restates goals of returning to the Moon by 2028, establishing a permanent lunar presence, and eventually landing an American on Mars. It credits earlier executive orders and directives with reinvigorating human spaceflight and fostering a competitive commercial space industry, and it ties space leadership to national security and long-term prosperity.
