The FAR Council released version 3.0 of the FAR Companion on October 30, expanding its advisory guidance as agencies implement the FAR overhaul directed by Executive Order 14275. The non-regulatory guide carries no mandates and, by its own terms, cannot serve as the basis for protests.
The update draws on Acquisition.gov’s “Smart Accelerators” and adds new industry engagement guidance, urging officials to engage vendors “early and often.” FC 7.102(a) consolidates evaluation techniques, including confidence ratings, on-the-spot consensus, and brief decision documents. The guide also expands market research and forecasting advice and adds content on construction, modular acquisition, and contract performance management.
One notable passage encourages releasing redacted selection decision documents to unsuccessful offerors to reduce protests. Practitioners can now submit feedback to the FAR Council through a new form.
